To transcode from eg. WAV, OGG, AAC, etc to MP3, we recommend using either:
The Winamp Transcoder plugin (which makes use of the native CD Ripping encoders included with Winamp)
Or one of these MP3 Output plugins (preferably out_lame or out_enc)

Though I personally don't recommend transcoding anything, unless you're doing it from a lossless format (wav, flac, shn, etc) and keeping the originals, or if you need to convert to mp3 because eg. your portable mp3 player doesn't support whatever format the files are currently in, heh.
